I had a friend ask me a few weeks ago what software I use to make mine and I told her originally back when I started out in 2002 I worked in the regular Paint program that’s on like every computer. The only bad thing is the color choices are limited when you use it so the sprites might not come out as detailed as you want them.
Currently I use Corel’s Paint Shop Pro Studio X which came out maybe mid 2000’s? It’s an older program but it’s my favorite program to make sprites in. : )
I think my friend who made some two nights ago did her's in Photoshop and they turned out adorable! ^.^

Graphics Gale. There's a free version which gives a full gradient of colours (and of course let's you modify them). It has a preview box, layers and if you buy the full version (for about 25dollars) you can also do animations in seperate frames and few GIF files. It's a really good program which I really like using =)

You totally should! It's not very well known really, but it's specially made for pixel/sprite art! Syosa and Kiwinuptuo both use it and their -awesome- =)
